Samantha 'Sam' Murdaugh, the Managing Director of Cultured Evaluation, LLC, brings a unique perspective to program evaluation. She recognizes the value of incorporating culturally responsive strategies and views it as a privilege to learn from the diverse lived experiences of various groups. This lens is the cornerstone of Cultured Evaluation, LLC's operations, ensuring that organizations’ strategies are not just aligned with equitable outcomes but also culturally mindful in planning, implementation, and reporting.
With a wealth of over seven years of experience, Sam is a recognized expert in program evaluation and chronic disease research grants. Her most recent role as the Program Evaluation Manager on a national health equity initiative and her past position as an Evaluation & Research Director for a state agency’s Cancer Prevention and Control Division, where she led the evaluation of three federal cooperative agreement grants, underscore her expertise. Before these roles, she honed her skills at large academic hospitals, managing grants, clinical trials, and research compliance.

Sam has a passion for improving the health outcomes of historically underserved populations, which was cultivated during her time working with the sickle cell population in rural Georgia. "Working with this population gave me a clear understanding of my purpose, which is to advocate and support communities that are often overlooked and under-resourced."

Sam Scott received a master’s degree in public health with a concentration in Health Management from Augusta University.
Work Experience
Health Equity Program Evaluation Manager

Provides oversight and facilitation of development and implementation of a culturally diverse evaluation portfolio that addresses breast health inequities observed among Black communities in the United States.
Evaluation & Research Manager
Oversaw evaluation and monitoring of three federally funded chronic disease safety-net programs for the state of South Carolina guided by the CDC Evaluation Framework
Supported the development of the 2022-2027 South Carolina Cancer Plan goals and objectives through survey development, data analysis, and building an internal tracking database.
IRB Research Educator
Managed and facilitated a comprehensive research education program research staff and Institutional Review Board (IRB) members to support federal and institutional research compliance at a academic hospital. Performed and designed instructor-led training, and conducted quality assurance review of IRB records
Conducted an institutional needs assessment related to research needs of South Carolina’s largest academic research hospital system; performed semi-structured interviews, developed surveys, reviewed program data , and provided data-informed recommendations for research development.
Senior Research Associate
Maintained regulatory integrity of 10+ hematology/oncology clinical trials (Phases 2-4) and grants, including study start up, regulatory maintenance and study close out.
Managed protocol progress, subject recruitment, data entry and management and reporting of the Sickle Cell Implementation Consortium (SCDIC) NIH/NHLBI grant.
